LOAD / RESPONSE COMBINATIONS FOR VIRGIL C. SUMMER SER Reference 1: Memo from H. R. Denton to R. J. Mattson, " Approval of Interim Position on Combination of Dynamic Loads" dated 11/7/78 In Reference 1 we received your interim permission, pending full discussion with the RRRC, to adopt the recommendations of NUREG 0484,
" Methodology for Combining Dynamic Responses." This action enabled the Staff to accept the combination of LOCA and SSE responses by the square root-of-the-sum-of-the-squares method for components of the RCPB. We have continued to develop the Staff position with respect to other plant components and have concluded that the SRSS method is appropriate for combination of LOCA and SSE responses for all ASME Class 1, 2 and 3 systems. A supplement to NUREG 0484 reflecting our current recomendations is scheduled to be written under TAP B-6, and submission to RRRC for approval in approximately 8 weeks.
The South Carolina Gas and Electric Company in their OL application for the Virgil C. Summer Nuclear Station have taken the position that the SRSS method for the combination of LOCA and SSE responses is appropriate for all ASME Class 1, 2 & 3 systems; a position consistent with the results of our own deliberations. Since the MEB input to the SER for the Sunner Nuclear Station was due on April 1,1979, we felt that our most responsible approach would be to accept the applicant's position in the draft SER albeit we have not completed fonnal review within NRR. We have therefore proceeded on this basis.
