SUBJECT:

UNRESOLVED SAFETY ISSUE, " STATION BLACK 0UT" Enclosed you will find a very rough draft Task Action Plan for A-44, Station Blackout.

This is based in substantial measure on Pat Baranowsky's memo to me dated December 31, 1979, a copy of which is also enclosed.

There are large gaps and holes in this draft Task Action Plan.

Some of them I have left empty, and for some of them I have sketched some of the points to be made.

I have also enclosed what we said about Station Blackout a year ago in the NRC Annual Report for 1978.

It is now a year since we wrote that agency report.

In that time our progress in resolving this Unresolved Safety Issue has been very small indeed. As the enclosed draft shows, we don't even have a worked out plan for resolving it.

By memo dated July 13, 1979, this Unresolved Safety Issue was transferred to Research and they have assigned Pat Baranowsky to be the Task Manager.

I believe that his plan, as given in the enclosed memo, is a good one, but that its success depends on taking now a number of measures.

It seems to me espe-cially important that the work now going on in scoping and planning IREP must adequately consider that this is to be the vehicle for resolving the Station Blackout issue.

I understand that this is being done.

By copy of this memo, Pat Baranowsky is hereby requested to flesh out the Task Action Plan by conferring with all the people who are involved and completing all the blank places. We w?

in the next few days furnish the name of the NRR Lead Reviewer and the NRR Lead Su)ervisor; they must work with Pat in filling in the NRR part of this plan.
