Dear Mr. Morris:
On May 18,1968, the Atomic Energy Comission issued construction permit CPPR !+0, authorizing the construction of Three Mile Island Nuclear Station Unit 1.
On November 1+,1969, the Comission issued construction permit CPPR-66, authorizing the construction of Unit 2.
Lawful construction of Units 1 and 2 was thereupon co=enced. On March 2,1970, Applicants submitted to the Comission an application for an operating license for Unit 1.
Applicants expect to file in the near future an application for an

operating license for Unit 2.
Section 21(b) of the Federal. Water Pollution Control Act, as amended by the Water Quality Improvement Act of 1970, requires that any operating license for the Three Mile Island Nuclear Station issued prior to April 3, 1973, would require a water quality certification by April 3,1973 Enclosed are twenty copies of the required certification, dated August 23, 1971, by the Department of Environmental Re-sources of the Commonwealth of Pennsylvania. The certification will also be included in the supplemental Environmental Report to be submitted by Applicants. We are also forwarding to the Regional Administration (Region III) of the Eny'.ronmental Pro-tection Agency two copies of the certification and two copies of the application to the Comission for an operating license for Unit 1, including the Final Safety Analysis Report. Copies of the application for an operating license for Unit 2 will be for-warded to the Regional Administrator as soon as they are available.

Dear Mr. Miller:
This is in response to your letters of August 31, 1970 and December 21, 1970 requestincj certification of reasonable assur-ance that the Three Mile Island Nuclear Station Units I and 2 will not violate appilcable water quality standards. We under-stand that the certification is requested by Metropolitan Edison Company on its own behalf and on behalf of the Jersey Central Power & Light Company and Pennsylvania Electric Company as co-owners and tenants in common.
The following information is provided in accordance with the format included in 18 CFR, Part 615.2, as published in the May 8, 1971 Federal Register.
(a) The applicant is Metropolitan Edison Company, Reading, Pennsylvania,19603, on i ts own behalf and on behalf of Jersey Central Power & Light Company and Pennsylvania Electric Company as tenants in common.
(b) The facility is a nuclear powered electric generating station which will result in the production, treatment and discharge of heated waters, water treatment wastes and radi'oactive wastcs.

22-70-2-04 submitted by the Metropolitan Edison Company. The information in said Application has been examined by the Department of Environmental Resources and the information therein is suf fi-cient to permit the. undersigned to make the state-ment in subparagraph (c) below.
(c) There is reasonable assurance that the proposed activity will be conducted in a manner that will not violate appilcable water quality standards.
(d)
Permit lio. 22-70-2-04 issued to the Metropolitan Edison Company contains the conditions applicable to the discharge of wastes from the Three Mile island Nuclear Station, Units 1 and 2.
