Technical Specification 6.8.1 requires that written procedures be implemented.

Three Mile Island Radiation. Emergency Procedure 1670.12 and Health Physics Procedure 1778 require that quarterly checks and inventories be performed on all emergency equipment, that deficiencies be 'noted and corrected, and that the Radiation Protection Foreman approve all inspection results.

Contrary to the above requirements, on several occasions during the period July 1975 through August 1976, quarter]y inventories of emergency equipment vere not properly performed in that emergency equipment'vas not inventoried, noted deficiencies were not properly cleared and inspection results were not reviewed and approved by the Radiation Protection Foreman.

While you did per-form inventories and checks at least once during each calendar quarter, as discussed above these inventories were improperly performed.

Procedure 1670.12 and 1778 have been reviewed and revised to more explicitly detail the condition of each Radiation Emergency Kit as it is found and insure.

  • The Radiation Protection Supervisor vill personally review the performance of the Emergency Kit Inventory for the next two quarters to insure that each inventory is properly performed, docu=ented, and reviewed in accordance with the applicable procedures.
