This letter will confirm the substance of our phone conver-sation today as you requested.

4 I was contacted by Mr. Bill Cornell of Congressman Goodling's office who reported your interest in making a linited appear-i ance at the hearing relating to the Three FEle Island Nuclear i

Station Unit 2 which is to begin on April 5 in Harrisburg.

Mr. Carnell informed me you had written to Mr. R. Muller of the Advisory Committee on Reactor Safeguards asking for procedural information with respect to such a statement and that Mr. Muller had replied with some information but for-warded your letter to Mr. H. Silver of the NRC staff for further response but none had yet been received.

In view of the imminence of the hearing, I directly contacted i

a member of the Atomic Safety and Licensing Board which will preside over the hearing--the group that has the discretion to permit the limited appearances.

The hearing begins at 9:30 a.m. on Apr'il 5, in the U.S. Federal Building 4 Courthouse, Courtroom No. 2 (9th floor) 3rd and Walnut Streets, Harrisburg.

Limited appearances are usually heard first.

A limited appearance statement may be either oral or written.

If a written statement is submitted it would be useful to brve a copy for each of the three Board members plus one for the reporter who records the proceeding.

will suffice.
