SUMMARY

Inspection on June 11-13, 1979 Areas Inspected This special unannounced inspection involved 17 inspector-hours onsite in the areas of review of license renewal application, 10 CFR 21 procurement documents, sludge buildup in large tanks, operations review and followup on item of noncom-pliance.

Results Of the six areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were sammarized on June 13, 1979 with those persons indicated in Paragraph 1 above.

Licensee Action on Previous Inspection Findings N

(Closed) Noncompliance (79-1-1): Failure to maintain the Hot Cell Log Book in accordance with the operating procedure. The inspector verified that a new log book has been developed and is in use for Hot Cell No. 1.

A new procedure B-HC-30, " Building B Hot Cell," has been developed and requires that the calculated quantites of Zircaloy and plutonium fines generated from the sawing operations be recorded in the log book. An examination of the log book entries showed that the limits for Zircaloy and plutonium fines had not been exceeded.

The calculational techniques were discussed with the Hot Cell Technician. He stated that another technician audits the log book daily as required by the procedure.

Unresolved Items Unresolved items were not identified during this inspection.

10 CFR 21 Procurement Documents The licensee's purchase requisition form has been revised to include the question, "Does 10 CFR 21 Apply?" and "Yes" and "No" check blocks.

The inspector examined a copy of a licensee acmorandum to all LRC employees explaining the use of the revised form and the applicability of 10 CFR 21.

No items of noncompliance or deviations were identified.

Sludge Buildup In Retention Tanks A licensee representative stated that the liquid waste retention tank for Building A had been examined for sludge buildup. Several inches of sludge has accumulated in the tank because the discharge pipe opening is several 2013 252

' inches f rom the bottom of the tank. A gamma scan of the sludge sample showed no identifiable radionuclides.

The sample has been sent to a commercial analytical laboratory for uranium analysis.

No items of noncompliance or deviations were identified.

Plant Tour During tours of the Latoratory ?- inspector observed that licensed material was stored in accord',nce with approved procedures. Areas were posted and containers of materir.1 were tagged. No items of noncompliance or deviations were identified.
