REGULATORY GUIDE CLNIIFICATI0fl In the Bechtel Power Corporation topical report on quali.ty assurance for nuclear power plants, BQ-TOP-1 (Revision 2A-dated July 1977), page~A-14 includes the following paragraph relative to Regulatory Guide 1.123:
Section C.2 of the Regulatory Guide - With regard to safety-related parts of Code items not covered by the Code (such as nonpressure retaining parts).
either the Code will be extenc'ed to cover such parts where the Code covers the activity, or else the Regulatory Suide and the applicable portions of the AliSI Standard will be applied to such parts.
For those parts c items covered by the Code, only the Quality Assurance requirements of the Code will apply.
Subsequent to our acceptance of Revision 2A in August 1977, the f1RC position on the application of NiSI N45.2.13 (referenced in Regulatory Guide 1.123) to items and activities covered by Sections III and XI of the AS'1E Boiler a Pressure Vessel Code has solidified such that the abcve paragraph is no longer acceptable. The fiRC position is that NISI 1145.2.13, subject to the clarification provided in Regulatory Guide 1.123, should be used in conjunc-tion with the Code for control of procurement of items and services important to safety. The detailed guidance provided by A*iSI N45.2.13 is not found in the Code, and thus it should be used to supplement the Code.
Please respond to this letter within 30 days of receipt, indicating Bechtel's acceptance of the tiRC position stated above or proposing some alternative for our evaluation.
