Dear Mr. MacDonald:
General Electric hereby requests amendment of Nuclear Regulatory Comission Certificate of Compliance Number 9009, Revision 2, substantially as follows:
1.
Change the headnote under condition 5 (b)(2) to read:
" Plutonium in excess of twenty (20) curies per package must be in the fann of metal, metal alloy, or reactor elements; or must be in accordance with condition 9; and:
(1) for the contents..... etc."
2.
Change condition 9 to read:
"The dry compounds and mixtures shall be packaged within sealed metal cans or D0T specification 2R containers (49 CFR 178.34) placed within an inner container constructed and leak tested as specified on General Electric Company Illustration AFL 1105.
Under NRC License No.XSNM 744, General Electric will export a quantity of unused plutonium oxide (844 grams Pu) and mixed oxide scrap to its owner. The material is in dry powder / pellet form contained within bagged bottles and cans within a number of USDOT Specification 2R containers.
Four 2R containers will be encapsulated within a secondary stainless steel cannister, closed by welding, leaktested and inserted in the pressure vessel of a model No. FL 10-1 which, in turn, also will be leaktested. Aluminium spacers will be used as necesasary to occupy unused space within the FL 10-1 vessel. The assembly is illustrated in the attached illustration AFL 1104. The FL 10-1 packaging has been tested and determined to meet the conditions for Type B packaging specified by 10 CFR Part 71. The radioactive material, doubly encapsulated in 2R's within leaktested canisters, provide packages judged to meet the conditions of Section 71.42, paragraph (b).
