Issue A, p.1 is incorrectly titled.

The problem is in NRR, not RES. The issue is "Use of Research Information in the Licensing Process".

I know you want to keep the old titles in the book, but this paragraph needs revision.

You have reached a conclusion opposite to OIA, yet quote the OIA report in support of your conclusion.

I do not agree.

I do agree with your conclusion, however, and disagree with OIA.

But tnat's no excuse to misquote them.

Revise p. 2, paragraph 2.

I cannot agree to BRG review of the adequacy of program plans, since BRG is not technically qualified to do so.

I feel very strongly about this. The budget issue is the need for an acceptable plan; acceptability of a proposed plan must be detennined on programmatic and technical bases.

The penultimate paragraph is a partial repetition of p. 2, paragraph 2; see my cortment 1. c. above.

The paper is too kind; although some real problems exist, there is a lot of fat and some mismanagement.

NRR NRR thinks the Commission has approved.

What are the facts?

NMSS Why not refer here to 0IA findings?

SD Say it without negating the (incorrect in my opinion) OIA conclusion; that is, do not quote OIA opinion to be opposite to what they say it is.

RES BRG believes that NRR should develop and send to RES a clear, concise, and complete statement of their users needs in this area.
