PROPOSED NPRDS REGULATION I think this is a very good piece of paper and have no cormients on L
its content, except to concur.
Ccntrary to the cover memo, it seems to me that this proposed rule and statement of considerations does not foreclose the issue of whether NRC manages and controls the system. Of course, the general issue of whether the NPRDS is to be made mandatory, now under consider-t.
ation by the Comission, is assumed to be decided in favor of mandatory NPRDS participation. However, the way I read this piece of paper, it i
is at least conceivable that it could apply to an NPRDS operated by industry with a procedures manual satisfactory to the NRC.
I think b-this consideration is a plus for the captioned paper, and that it is correctly independent of who is going to pay for and manage the details e
