Pursuant to Reference 1 Condition 16d, Louisiana Energy Services, LLC, dba URENCO USA (UUSA) herewith provides the annual decommissioning cost estimate for NRC approval.

Following NRC review and approval, UUSA will provide, by December 15, 2019, the Decommissioning Funding Cost Estimate and the executed financial assurance instruments as required by Reference 1, Condition 16d. Per Reference 2, Reference 3 provided the cost estimate to the New Mexico Attorney General and the Secretary of New Mexico Environment Department for comment.

Note the following:

1. The estimates have been adjusted for inflation.
2. An additional contingency of 11 % (calculated) is applied per Reference 2 in addition to the 25% contingency contained in the Decommissioning Funding Cost Estimate. Furthermore, de-conversion costs are based on the highest value of the 2019 DOE ranges. Therefore sufficient conservatism has been applied.
3. Costs for disposal of depleted uranium generated through June 2020 have been estimated based on the 2019 value adjusted for inflation. URENCO is currently consulting with DOE regarding current estimates and may need to communicate with the NRC once these meetings conclude.
4. Transportation of 308 product cylinders through June 2020 has been included.

This letter and Enclosure 1 contain proprietary information in accordance with 10 CFR 2.390(a)(4). UUSA requests that they be withheld from public disclosure.
