RECENT DEVELOPMENTS RELATED TO TMI-1 STEAM GENEPATORS This Notification is being provided to the Commission in accordance with the revised Commission's notification policy of July 6,1984, to inform the Conriission on all issues on the cases befcre the Commission or issues which may involve substantial public, press, or Congressional interest.

The staff has issued its SEP on loose steam generator tube plugs in which it concluded that the GpU program to identify and correct defective pluos is adequate, and that there is reasonable assurance that the repaired plugs will maintain pressure boundary integrity and that operation with the missing plugs remaining in the reactor system will not result in a sionificant safety concern.

The licensee has submitted its evaluation of the cause of the defect indications found in the November 1984 eddy current tests (ECT).

Approximately 300 tubes were identified as having defects exceeding the present repair limit. The cause as determined by the licensee is " grain dropout" from previously existing islands of interaranular attact, making the damaged area more visible to ECT. The staff is reviewing this submittal, dated January 14, 1985 which is enclosed.

GPUN has also submitted recuests to revise the repair limit depth for limited arc length defects based on maintaining the licensed margin of safety using an alternate analysis approach and considering improved defect characteri7etion capability. The licensee proposes that this chance be made without a change in the Technical Specifications, in accordance with the current wording of the Technical Specifications. The two licensee submittels on this matter dated January 31 and March 1, 1985 are enclosed. A meeting was held with the licensee on February 19, 1984 to discuss both the technical and procedural aspects of this request, which is currently under staff review.
