TWO-HUNDRED-FORTY-EIGHTH MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, DECEMBER 4-6, 1980

Dear Dr. Ahearne:

The Advisory Committee on Reactor Safeguards held its 248th meeting in Washington, DC on December 4-6, 1980.

Items considered at this meeting are summarized below.

The Committee met with members of the NRC Staff, representatives of the Metropolitan Edison Company, and the General Public Utilities Nuclear Group to discuss the progress made toward restart and operation of the Three Mile Island Nuclear Station Unit 1.

The Committee met with members of the NRC Staff and the Department of Energy to discuss the NRC's Waste Confidence Rulemaking.

The Committee prepared an interim report, Safety Concepts for Future Nuclear Power Plant Design.

Copies of the reports pertaining to the above have been provided to you.

The Committee held an initial session to update its list of Generic Items Relating to Light-Water Reactors (Report No. 7 dated March 21, 1979).

Additional work on this matter is planned for the future.

The Committee met with representatives of the NRC Staff to discuss the October 17, 1980 incident at the Indian Point Station Unit 2, during which a large volume of service water was released into the reactor cavity.

The Committee met with members of the NRC Staff and representatives of the Virginia Electric Power Company to discuss a number of items relating to the results of the augmented startup testing program, management and staff-ing changes, and plant operation at North Anna Power Station Unit 2.

The Committee met with you, Commissioner Gilinsky, and Commissioner Hendrie to discuss the request for ACRS review of NRC procedures for certification of packages for shipping radioactive materials; ACRS review of the NRC Long-Range Research Program Plan and planned ACRS activity regarding the develop-ment of General Design Criteria for LMFBRs.

S.

Congress and reevaluation of the LOFT Program
