Vermont Yankee Appendix B Technical Specifications Rear Sir:

~ This letter is written in response to Reference (2), which stated the NRC would initiate steps to issue the Environmental Technical Specifications enclosed therein if we did not respond within twenty days of the date of that letter.

In our review of the proposed Technical Specifications, we have identified areas which may require extensive revisions to current procedures as well as the generation of new procedures to meet the proposed requirements.

A more thorough evaluation of this aspect of the change, as well as an evaluation of such areas as programmatic requirements relating to audit functions, will require more time than has been all owed in Reference (2).

In addition, the proposed technical specifications are in the standard format and use general terminol ogy for pl ant functions, and therefore must be rewritten to conform to Vermont Yankee Technical Specification format and pl ant specific terminology.

In view of the censiderations mentioned above, Ve rmon t Yankee will provide rewritten Appendix B Technical Specification pages which conform to Vermont Yankee format and terminology and which we feel meet the intent of the requirements of Reference (2).

These pag-s will be submitted to the NRC by April 30, 1980.
