Peach Bottom Atomic Power Station Units 2 and 3 Docket Nos. 50-277 and 50-278 Physical Security Plan
Dear Dr. Denton:
Enclosed are five copies of a revised cover, a revised title page, and a revised page 16-1 which are to be inserted into the Peach Bottom Atomic Power Station Physical Security Plan dated May,1978 and revised January, February, August, and October,1979 and January,1980.
The revised page 16-1, which is effective March 21, 1980, describes modifications to the vital area alarm annunciation system as requested in the enclosure to a letter dated February 29, 1980, from Mr. Thomas A. Ippolito of your Staff.
Since the revised page 16-1 contains information relating to the der. ails of the physical security plan for a licensed facility, it is hereby requested that the documents transmitted herewith be withheld from public disclosure pursuant to Section 2.790 of the Commission's regulations.
An affidavit in support of this request is attached hereto.

COUNTY OF PHILADELPHIA S. L. DALTROFF, being firs t duly sworn, deposes and states as follows:
1.
He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read revised page 16-1 of the Physical Security Plan for Peach Bottom Atomic Power Station dated March,1980, (hereinafter referred to as "the Document"), and knows the contents thereof.

The Document which is sought to be withheld from public disclosure contains details of the physical security plans for Peach Bottom Atomic Power Station.
3.
To the best of his knowledge, information and belief, the information set forth in the Document has been treated as confidential and proprietary information and has been withheld from public disclosure by the Company in accordance with the Company's practice of treating all information dealing with the details of security procedures as confidential and proprietary information.
4.
The Document should be considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on the grounds that it contains details of the physical security plans of a licensed facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
