SUBJECT:
MEETING WITH COMMONWEALTH EDISON COMPANY TO DISCUSS APPLICANT'S RESPONSES ON FIRE PROTECTION
Background
As a result of our review of the applicant's responses in the area of fire protection and our site visit, a meeting was held to discuss these items.
A listing of the meeting attendees is enclosed, Enclosures 1 & 2.
Discussion The meeting was held on February 7 and 8,1980 to discuss the applicant's
-esponses on fire protection and to provide staff comments regarding the responses.
The majority of the applicant responses were determined to be acceptable with minor word changes, i.e., clarification, submitting some references, commitment by the applicant, etc.
However, four areas were identified that required some additional work by the applicant.
- First, in the auxiliary equipment room, we indicated that mutual systems for safe shutdown are located in one big room.
In addition,.ne remote safe shut down panel was also located in this area.
Thus, all three main shut down systems are jeopardized by a single fire.
The applicant agreed to consider separating the redundant equipment by a fire wall and will submit information documenting their resolution.
Second, we identified fire zones 2E, F, G, H1,
- 11. 2F, 2F-1, 2G-2, 2J, 4C2, 4E3, 5Cll and 48 as potentially requiring additional fire protection measures.
We agreed that our consultant (R. Barne) should visit the site at the end of the month to inspect and provide additional guidance regarding these areas.
Third, the applicant committed to submit an analysis indicating safe shut down capability from the control room as a result of any external fire to the control room without depending on instru-mentation outside of the control room.
And fourth, the applicant indicated R0n3170/ D
, EB t 5 79gg that in order to go from hot to cold shut down some repairs are required ir, certain areas where fire did exist.
The applicant committed to examine these areas to determine whether alternate means of cold shut down can be accomplished in other areas without going into the fire zone area.
The applicant was requested to submit certain additional schematic drawings showing the independence of the control room from the remote safe shut down panel.
