SUBJECT:
WPPSS NUCLEAR PROJECTS NOS. 1&4 IE BULLETIN 79-23 (3 it

\\gd g(.p/ k 4'/
Dear Mr. Engelken:
i The Washington Public Power Supply System has reviewed the subject IE 3ulletin and offers the following in response:
Item 1 For the WNP-1/4 plants, the diesel generator neutrals are grounded through a grounding transformer and current limiting resistor, which limits ground currents to seven amperes. Further, the exiter poten-tial transformer primary windings are connected with a floating neutral.
Hence, the concerns expressed in the subject bulletin are not germane to our diesel generators.
Item 2 Our EDG's are Delaval Model DSRV-16 machines rated at 7000kW.
Much of the qualification testing for EDG's was performed generically on other machines by the manufacturer prior to our pro-
- curement, e.g.
the 300 start test, 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
full-load tests, etc.
Since ours are identical to those already tested, those tests wcre not repeated at the factory.
We did require a load test and ran the 110% - two hour rating test.
The testing summary and the load test results are availalle in the project files.
Following completion of the EDG installation, other full-load tests will be made, including the 24 continuous rating one mentioned.
The exact schedule for that activity is not available at this time, but it will be prior to fuel load, now scheduled for 3-83 for Unit I and 9-84 for Unit 4.
Very truly yours, C
