Coments on Draft flPDES Pemit for Grand Gulf fluclear Station On December 13, 1979 during the Operating License (OL) site visit for the Grand Gulf fluclear Station, we were infomed by representatives of lississippi Power and Light Conpany (ltP?L Co.) that a draft NPDES pemit was issued for public comment on !!ovember 19,1979. Uc received from the utility a copy of the draft peruit on December 14, 1979.
Uc have reviewed the draft pemit.
Detailed comments are enclosed. He request that these comr.ents be considered in the fomulation of the final deteminations regarding this flPDES pemit.
In recognition of the September 30, 1980 expiration date of the proposed pemit, we request that the !!ississippi Bureau of Pollution Control send the U.S.
fluclear Regulatory Commission a copy of the next draft flPDES pemit in sufficient time to allow for our revie', and corr,ent, since it is presently anticipated that the Granc' Culf Station will not receive an OL prior to 1981.

USNRC Comments on the Draft NPDES Permit for the Grand Gulf Nuclear Station 1.
According to page 3.6-1 of the Environmental Report (ER) submitted to the USNRC in support of Mississippi Power and Light Company (MP&L Co.) request for an Operating License (OL), an EPA registered nonoxidizing biocide is used to prevent biological fouling in the standby service water system.
On page 4 of the draft NPDES permit outfall serial numbers 004 and 005 j
indicate chlorine as the biocide.
Have you been informed of the usage of this compound and has it been evaluated?

Figure 3.6-1 of the ER and the application submitted by the utility to the Mississippi Bureau of Pollution Control (MSPC) requesting the NPDES permit indicate that an additional discharge to the discharge basin, entitled " Plant Service Water from Administrative Building (HVAC System),"
e xi s ts. Why does this discharge not appear in the draft NPDES permit?

On page 10 of the draft permit,the Blowdown Minimization Report should

reference page 18 instead of page 16, 4.
On page 10 of the draft permit, item B.l.b. should, for consistency, indicate th page and section number in parentheses, i.e. "(see page 18, Part III.A.i)".

The requirements on page 10 are inconsistent with the requirements on page 18.
Page 10 requires that the Chlorine flinimization Report be submitted 15 months after start-up of Units 1 and 2.
On page 18, the requirement is for submission no later than 15 months after commercial 3,

2 operation dates of Units 1 and 2.
Since start-up is difficult to define and is normally not considered the same es commercial operation, the conflict in terms should be resolved.

We also request that Section III.A.g. on page 18 include the additional following sentence:

" Copies of all routine and non-routine reports submitted to the Mississippi Bureau of Pollution Control and Environmental Protection Agency shall also be submitted to the U.S. Nuclear Regulatory Commission."
