Dear Mr. Read:

This is in response to your letter dated January 30, 1980 in which you requested, pursuant to the Freedom of Information Act, information pertaining to the Clamshell Alliance and organizations or individuals opposed to nuclear power.

In response to the second paragraph of your request concerning information received by the NRC or provided by the NRC to all Regional Offices regarding the Clamshell Alliance, this information was transmitted verbally.

Therefore, there are no records subject to this portion of

.your request.

In regard to the question posed in paragraph three of your letter concerning the source of the document entitled "Special Report," the document is believed to have been originated by the General Services Administration.

The NRC is unaNare of any existing records which may be subject to paragraphs five and six of your request.

However, we have located the enclosed memorandum concerning possible demonstrations at NRC buildings which you may find of interest.

POSSIBLE DEMONSTRATIONS AT NRC BUILDINGS Announcement Number 61, dated June 23, 1978, informed all employees of the possibility of demonstrations by the Clamshell Alliance and other groups on June 27 and/or June 28 in or near NRC buildings.

The purpose of this memorandum is to provide you, as the designated senior NRC representative for your building, with instructions and guidance regarding steps to be taken at your building to protect NRC personnel and property in the event demonstrators appear.

Upon receipt of this memorandum you should immediately inform employees in your building that in the event demonstrators gain access to the NRC work area of the building, all classified and sensitive documents should be innediately secured in vaults and safes and those repositories locked.

You should also emphasize to NRC employees in your building that if demon-strators gain access to NRC work areas, the NRC employees are not to threaten or take any hostile actions against the demonstrators.

We anticipate that the demonstrators will be peaceful, and we do not desire to create a hostile atmosphere by some unfortunate act on the part of an

NRC employee.

Mul tiple Addressees JUN 2 6 57a To assist you in dealing with any problems which may arise in connection with demonstrations in or near your building, a Division of Security representative will be assigned to your building for the two days involved.

This representative will serve as liaison with you and the Federal Protec-tive Service, ENSEC guards, and local law enforcement officials.

This representative will also keep you currently informed as to all new develop-ments regarding the demonstrations and activities of the demonstrators.

The Division of Security representative will also be available to provide you with guidance and assistance in dealing with problems which may arise as a result of the demonstrations. Although we do not anticipate the type of problems which could lead to law enforcement, such problems cannot be dismissed as being beyond the realni of possibility. Accordingly, should the demonstrators create a condition in your building which, in your view, after considering the recommendations of the Division of Security representative, calls for law enforcement action to protect NRC employees or property, sou may request that the Federal Protective Service arrest the offending demonstrators.

(The ENSEC guards do not have police arrest authority.) Where more immediate action is required to protect NRC employees from violence or to protect against serious damage to NRC pro-perty, the Division of Security personnel or local law enforcement per-sonnel may be expected to take the necessary action.

Bear in mind the above procedures are in the nature of contingency plans.

We do not anticipate any serious problems to be caused by these demonstra-tions, if they occur.

It is expected, if a demonstration occurs in or near your building, that you will serve as a calming influence on both NRC employees and the demonstra ors.

The important element here is to use judgment and common sense. A low-key and good-humored approach to the demonstrators will tend to reduce tension and avoid unpleasantness.

I will be available at all times for consultation regarding any problems which may result from the appearance of demonstrators and will keep you fully informed as to any new developments regarding the demonstrations or the demonstrators.
