This letter is to confirm discussions conducted at your facility between Dr. D.

Harris and Mr. P. Nelson of your staff and Mr. T. Stetka of this office on Februar;' 14, 1980 and further telephone discussion with Dr. D. Harris and Mr. E.

J. Brunner of this office on February 15, 1980. The discussions were related to the t.dnipulation of reactor contr]ls which affect reactivity without the know-ledce and consent of the licensed senior operator.

Based on the results of these discussions it is our understanding that critical facility operation will not be conducted until the following actions have been accomplished.

1.

The facility supervisor and other licensed opert. tors will re-review the requirements of Title,10, Code of Federal Regulations, Parts 50 and 55 and the Facility Technical Specifications that relate to the presence of a Licensed Operator 3t the reactor controls during reactor operation.

2.

All students that participate in reactor operations shall be instructed that reactor controls cannot be manipulated unless a licensed individual is present in the control room at the control panel.

3.

The facility telephone shall be relocated or an extension added such that the telephone can be answered by the licensed operator while in the control room at the control panel.
