He understand that legislation has been proposed which would put the Arizona agreement program on a more sound footing.

l would (a) permit the Executive Director of the Arizona Atomic Energy t

Commission to take more direct and prompt action in situations where I

public health and safety might be compromised because of licensee l

operations, and (b) eliminate the promotional duties of the Comission in order to remove the possibility of a conflict of interest. He j

i support these legislative reforms. As you are aware, durin3 the past 1{

year the NRC staff, working in con. function with the State of Arizona, t

bas identified problems in the Arizona program. We believe your i

proposed legislation would address those problems and, if enacted, would be a significant factor in the NRC's next annual review of the i

i adequacy and compatability of the Arizona program. We also note that the State has appointed a well-qualified executive director for its radiation safety program.
