Your letter requesting our assistance in replying to correspondence from Mr. Mully stated David C. Mully of Detroit has been referred to me for reply.

The NRC Commissioners have recently endorsed a report by an NRC-EPA task force which recommends that emergency planning by State and local authorities aroundThe the operating nuclear power plant should extend to 10 miles from the plant.

10-mile zone is not an evacuation zone--it is a zone for protective measures.

For 5 miles from the plant, in the case of the most serious accident, evacuation may be a recomended protective measure; however, the report recommends that, in the zone from 5 to 10 miles, shelter in one's home may have equal protective benefits as evacuation.

Consequently, no particular planning for any protective measures is recommended for the city of Detroit as a consequence of the building of the Enrico Fermi No. 2 reactor.
