All requests for tiRR assistance that require more than one man-day of professional support should be forwarded in writing to Mr. Hebdon. We understand that Mark Haisfield in fiMSS has been designated as the single point of contact in MMSS for the coordination of f; MSS requests for technical support from fiRR, including assignment of priority.
I anticipate that these arrangements will ensure optimum use of f!RR resources while providing as much support as possible to !!"SS projects consistent with the demands of high priority activities that are currently undeneay.

SUBJECT:
REVIEW 0F SITE-RELATED SERVICES As recommended by Lee V. Gossick's memorandum dated January 9, 1980, representatives of f1RR and NMSS met on February 8,1980, to plan the continued NRR assistance to fiMSS required in FY 1980 and the phasing down of cssistance in FY 1981.
By memorandum dated February 5,1980, you as Director of NMSS described in some detail the NMSS projects that would require NRR technical assistance. The mem-orandum requested that approximately five (5) professional staff years in a number of technical c.'isciplines be provided by NRR to support NMSS projects in FY 1980.
After consideration of the resources available and the requirements anticipated, particularly by the implenientation of the TMI Task Action Plans, for the remainder of FY 1980, we have concluded that we do not have available the five professional staff years requested by NMSS. 'de currently anticipate that, at most, we can provide one (1) professional staff year for the remainder of FY 1980 on the assump-tion that this manpower is nominally divided among the five technical branches involved (HMB, ESB, CBAB, RAB, AND GSB).
In addition, this amount may be further reduced if the Action Plans currently under review by the Commission are approved without significant reductions.
It should also be recognized that the resources that we can provide will 1;e highly dependent on the timing of the request and the type of work required. While we can conmit to consultation with your staff we must limit our involvement to peer review of contractor work, and minor revisions to testimony and appearance at hearings to support work previously done by NRR.
In order to facilitate the completion of work by NRR technical reviewers, I have assigned Frederick J. Hebdon, Technical Assistant, Division of Site Safety and Environmental Analysis as the single point of contact within NRR for coordination
