OIE BULLETIN NO.79-01B, " ENVIRONMENTAL QUALIFICATION OF CLASS IE EQUIPMENT In your memorandum dated February 4,1980 you noted that the eleven SEP plant licensees were not required to respond to the subject bulletin and you re-quested that the staff describe the manner in which they would be required to provide the information requested of the other licensees.
You also requested the schedule by which this information would be required. The purpose of this memorandum is to respond to your request.
IE Bulletin 79-01B has two principle features: 1) it requires that infomation be provided by licensees regarding electrical equipment qualification in a particular format designed to facilitate OIE's evaluation using a set of guidelines prepared by NRR D0R specifically for IE's use; and 2) it requires that the licensees independently evaluate the adequacy of electrical equipment cualification at their plants using the same DDR guidelines to be used by OIE and report any deviations found.
In the case of the SEP plants the first item has already been addressed by the licensees and is currently under review by DOR.
The first week-long plant site visit in connection with these reviews (Palisades) was completed during the week of January 21 thru 25,1980.
In the case of the second item, we had previously scheduled the review of this issue as one of the first topics to be completed in the SEP effort. Accordingly, we have been conducting an expedited review of this matter prior to the issuance of the bulletin. To assure an early completion of the review all SEP plant licensees are being requested by letter to independently evaluate.

With regard to schedule, our current goal is to complete our evaluations by December 31, 1980.
In order to achieve this goal the licensee's evaluations using the D0R guidelines will have to be completed well in advance of this date. A firm schedule for the licensee's evaluations will be developed prior to the upcoming meeting with the licensees and discussed with them at the meeting.
In summary, the SEP plant licensees are being placed under the same obligation to independently review the adequacy of equipment qualification in their plants as the other operating plant licensees. A detailed schedule for their evaluations will be established immediately following February 21, 1980.
NRR and IE are beginning preparation of an information paper for the Commission in advance of a scheduled March 1980 briefing on the overall subject of environmental qualification of electrical equipment in all operating reactors. This paper will include more detailed scheduling information.
