Dear Mr. Crow:
Exxon Nuclear Company, Inc. has been requested to assemble four mixed oxide fuel elements at its Horn Rapids Fuel Fabrication Plant.
The mixed oxide will be delivered to Exxon Nuclear's Horn Rapids Plant in the form of totally encapsulated finished fuel rods.
They will be assembled into fuel elements, and the fuel elements inspected, packaged and shipped to the customer.
All operations, radiation protection controls and nuclear criticality ssfety controls will be carried out in accordance with license condi-tions described in Document N?. JN-2, ADD-1, Part I',
Section I'B (submitted by letter dated June 4,1971; amended September 20, 1971; May 30, 1972; August 18, 1972; and supplemented by letters dated September 7, 1972 and February 4, 1974) and license issued on July 18, 1974.
Exxon Nuclear wi.ll submit addenda as necessary to our Fundamental Materials Control Plan, XN-12, to the P.aterial Control Licensing Branch, and to our Physical Protection Plan, XN-183 to the Physical Security Licensing Branch in the near future.
Exxon Nuclear hereby requests a temporary amendment of License No.
SNM-1227 to increase the possession tinit of plutonium to 125 kilograms, of which at least 115 kilograms shall be in encapsulated form. All p,pp;;;3nt.............-
