Dear Mr. Helfrich:

Enclosed please find two license applications, XCOM0057 and XCOM0357, for the export of components to Finland and Norway respectively. We are unable to issue licenses on these export requests because criterion 3 of Section 110.42(b) of our licensing regulations has not been met.

Please note that license application XCOM0057, dated January 30, 1980, is a E

revision of an earlier request submitted by General Electric in Septem-ber 1978. The applicant has informed us that the revised application, which describes in greater detail the types of components to be exported to Finland, was requested by the Finnish Government.

We would appreciate your contacting the Governments of Norway and Finland with respect to obtaining the necessary assurances that no retransfers will be permitted without prior U. S. approval. Upon receipt of these assurances, we will be able to issue licenses for these proposed exports.
