SUBJECT:
SEISMIC SEPARATION GAPS AT LIMERICK, UNITS 1 AND 2 (AITS F121ESHl)
This item was one subject addressed in the 10 CFR 2.206 request from Mr. Frank Romano, for which NRR issued a Director's Decision on October 9,1979. Additional information was issued on November 9, 1979 which corrected and clarified the -
original decision.
The subject of the seismic separation gaps and the final resolution of a 50.55(e) report was sent to IE Headquarters by memo dated September 14, 1978 from Region I.
The final reviewwas deferred due to other priority items. We have now reviewed this matter and are providing the following information.
It appears from the information presented by the licensee in the final report on the 50.55(e) item, that after recalculation all but two small areas meet the criteria that the provided gaps are at least two times the computed combined maximum deflections. We are unaware of any specific NRC requirement on what margin is required on calculated seismic deflections. The two areas where the ratios were less than 2.0 resulted in values of 1.7 and 1.8.
The structural elements resulting in. those values were wall joints. The area of the involved joints represented less than 17. of the total area that would be possible for movement during a seismic event.
In total our review of the over 400 measurements taken at wall and slab joint interfaces with the containment the general design values of 1", lh" and 2" and the maximum departure from these being -1/16" and more nearly -1/8" leads us to the conclusion that the design requirement to provide adequate rattlespace has been met.
It is our opinion that this matter has been adequately resolved.
