This responds to your letter of November 14, 1979, by which you transmitted

We have completed our review of the above referenced addendum and have found it to be acceptable, with the minor changes as discussed and agreed upon during the telephone conversations between your fir. L. E. Hansen and Mr. O. F. Smith of the NRC staff on January 7 and 9,1980.

Oue to the anticipated early date for initiation of the project discussed in your above referenced letter, the referenced addendum is hereby approved for imediate implementation, with the agreed upon changes to be effected by the enclosed ifcense conditions. Accordingly, we are hereby arnending Section 9.0 of Materials and Plant Protection Amendment MPP-2 to your l

License No. SNM-1227 by adding License Conditions 9.3.3; 3.3.3.A; 9.3.3.B; ha 9.3.3.C; 9.3.3.D; and 9.3.3.E. as set forth in the enclosure to this es letter, to become effective inmediately.

Jl' 11 b89 Docket No. 70-1257 License No. SNM-1227 MPP-2 ENCLOSURE 9.3.3 The licensee shall comply with the provisions of " Addendum 1 to the Physical Protection Plan for the Exxon Nuclear Mixed 0xide Fuel F3brication Plant (XN-183 ADD-1)", dated November,1979, as modified by applicable license conditions under this Section, for the duration of the project described in his letter of November 14, 1979. This license condition and all others of this Section relating to this project are effective immediately, and shall expire on July 1, 1980.

9.3.3.A During the effective period of the project referenced in License Condition 9.3.3, the licensee shall increase, by one, the minimum number of guards that shall be on site at all times (Reference paragraph 5.2, Physical Protection Plan, XN-183 Rev. 5). At least ene guard will be stationed at the UO2 facility during all periods that SNM fuel rods are located therein.

9.3.3.A During the effective period of the project referenced in License Condition 9.3.3, the licensee shall establish and enforce pro-cedures to assure that all loose, unassembled SNM fuel rods are attended by at least two authorized individuals at all times.

During any temporary shutdown of assembly operations, when this minimum number of authorized individuals will not be in attendance of the SNM fuel rods located within the UO2 facility, the pro-cedures for storage, as described in Paragraph "d)" on page 3 of the Addendum (XN-183 ADD-1), will apply.

9.3.3.C During the effective period of the project referenced in License Condition 9.3.3, the licensee shall provide a level of physical protection at the warehouse equivalent to that required at the UO2 facility, to include the presence of an armed guard, or an activated intrusion detection system which alarms at both the Central Alarm Station and the Secondary Alarm Station, whenever SNM fuel rods are stored therein.

9.3.3.D During the effective period of the project referenced in License Condition 9.3.3, the licensee shall provide random patrol coverage, of two hour maximum intervals, by an armed guard, of all locations where SNM fuel rods are located.

In all instances where the assigned stationary guard could have unmonitored access to con-tainers of SNM fuel rods in storage (e.g., the U02 facility), the patrol guard will check the seals of each container during each visit.

9.3.3.E The first paragraph "e)" on page 3 of the Addendum (XN-183 ADD-1) is modified by the insertion of the phrase, "...by physical pro-tection requirements,..." between the words, " Limited" and "provided".
