Dear Mr. Grier:

In response to your letter of December 24, 1979 and in accordance with 10CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced Inspection Report.

The noted violation was failure to maintain certain surveillance procedures in the control room in a current status, resulting, in one instance, in performance of a safety related surveillance using a procedure which was not the latest revision.

We have reviewed the referenced audit report for information subject to claim for witholding from disclosure under 10CFR 2.790 and no such information was identified.

. J DUQUESNE LIGHT COMPA'iY Beaver Valley Power Station Unit No. 1 Reply to Notice of Violation Inspection No. 79-25 Letter Dated December 24, 1979 Description of Infraction (79-25-01)

-- Technical Specification 6.8.1 states, in part, " Written procedures shall be established, implemented and maintained covering. . .surve illance and test activities of safety related equipment."

-- BVPS-0M 1.48.E.5, " Revision Identifications" states, in part, "...Indicidual manual holders are responsibile for maintaining their manuals in a current status. Sbintenance of the. . .shif t supervisor controlled copies are the responsibility of the Operating Supervisor and must be maintained current at all times."

Contrary to the above, controlled copies of certain surveillance procedures located in the Shift Supervisor's office were not maintained in a current status and, in at least one instance, a safety related surveillance was performed with a procedure which was not the latest revision to the procedure.

Corrective Accion The outdated revisions of surveillance procedures were removed from the Control Room by the en of the working day on November 16, 1979. A review of the test, as performed, determined acceptable results.

The results of the surveillance test, which was performed using an outdated revision, was reviewed against the latest revision. A determination was made that the test did not have to be repeated until the next scheduled test was to be performed. All outdated revisions to surveillance test procedures wera removed from the Control Room by the end of the working day on November 16, 1979.

Action Taken to Prevent Recurrence The Operating Procedure Engineer and operating shif t personnel were notified of the circumstances surrounding this incident and instructed not to remove the Shift Supervisor's set of procedures from his office.
