Dear Mr. Grier:
In response to your letter of December 13, 1979 and in accordance with 10 CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced Inspection Report.
The noted violation cas that six individuals were delinquent in returning one or more individual study sheets.
We have reviewed the referenced audit report for information subj ect to claim for withholding from disclosure under 10 CFR 2.790 and no such information was identified.

Unit No. 1 Reply to Notice of Violation Inspection No. 79-23 Letter Dated December 13, 1979 DESCRIPTION OF INFRACTION (79-23-01) 10 CFR 55 Appendix i tes the regulatory requirenents for the Operator requalification program. The Beaver Valley Power Station Training Manual provides the implementation instructions for these requirements. The Beaver Valley Station Training manual section 2.2.4.4 entitled " Individual Study" states in part: " Reading assignments will be periodically made for Licensed Operators and Senior Operators to be completed on shift"... Section 2.2.4.6.2 states " Periodic short written examinations will be administered... Remedial training will be given to those achieving a grade of less than 80%." In addition the date for return of each individual study sheet and remedial training assignment is specified on the sheet.
Contrary to the above requirements the following conditions were noted:
- 1. Individual study sheets required to be submitted on the following dates were missing.
one individual's record was missing study sheets for July 1979 and August 1979; one individual's record was missing study sheets for August 1979 and April 1979 and two remedial training sheets that were due in March 1979; one individual's record was missing study sheets for August 1979, June 1979 and October 1978; one individual's record was missing study sheets for August 1979 and April 1979; one individual's record was missing study sheets for August 1979, July 1979 and June 1978; one individual's record was missing the study sheet for November 1978 study sheet.
CORRECTIVE ACTION All outstanding study guides have been reissued and were completed by October 31, 1979.

ACTION TAKEN TO PREVENT RECURRENCE A letter has been sent to all licensed individuals explaining the importance of completing the study guides on time and emphasizing the action to be taken for failure to complete the study guides on time.
DATE ON WHICH FULL COMPLIANCE WILL BE ACHIEVED Full compliance was achieved on October 31, 1979.
