Partlow to C. E. Bowers dated September 17, 1979 Gentlemen:
The purpose of this letter is to document UNC Recovery Systems' plans for disposition of our waste water lagoons, as discussed in the referenced letter.
Our current plans and actions are directed at disposal of the material in these lagocas by burial at a licensed burial facility.
Our objective is to utilize a process which dries the material to a state where it is acceptable for direct burial in acceptable containers, or to a level where the addition of small amounts of solidifying material (e. g.
portland cement) will make it acceptable for burial in suitable containers.
When this process is ready for implementation, UNC-RS will perform some one-time sampling studies as requested in your letter.
As the procurement of equipment and licensing of this process cannot be accomplished immediately, we expect to utilize an interim process wherein solidifying material is added to lagoon material without benefit of prior drying.
This process will utilize thn same system for assignment of U and U-235 values as is planned for use with the drying process (i.e. establishment of values per unit volume or unit weight, based on accountability measurements made over the time period the material was placed in the lagoons and our estimates of the total volume or weight of the material in the lagoons).
As we do not expect to use this direct solidification process any longer than is neces-51 sary, no sampling program will be conducted.
