Dear Mr. Chairman:
I am writing to you to express my interest and concern with regard to an upcoming hearing before the Nuclear Regulatory Commission's Atomic Safety and Licensing Board on the question of whether the Portland General Electric Company will be permitted to operate the Trojan nuclear power plant on an interim basis while steps are being taken to meet NRC specifications and quality assurance standards on pipe supports.
I want to make it clear at the outset that I do not intend, by this letter or any further action, to interfere in the substance of the Board's verdict, but I do want your assurance that the Board will announce its decision promptly following the field hearing now scheduled for December 28.
The timing of the announcement becomes critically important when one recognizes that further delay will only worsen an already grave energy supply shortage in the Pacific Northwest.
Portland General Electric, I am informed is now facing a 500MW shortfall which could grow to 1,000MW by January.
The safe operation of the plant remains the key consideration, yet in a region where a large part of the supply of electricity is dependent upon the vagaries of weather (i.e., the accumulation of an adegin+.e snowpack to feed hydroelectric turbines) I want to avoid litional uncertainty brought about by regulatory delay.
