" Quality Assurance Requirements Regarding Diesel Generator Fuel Oil" dated January 7,1980

Dear Mr. Eisenhut:

The Cooper Nuclear Station Quality Assurance Program has been reviewed as requested in the subject letter. The following is, therefore, presented for your information and use as you may deem appropriate:

1.

Diesel Generator Fuel Oil is on the CNS Q List (re:

CNS Instruction Letter #75-1).

2.

Assurance of adequate fuel oil qualiev is provided for by the following:

a.

Ref.:

CNS Radiological Technical Specifications 4.9. A.2.e b.

Analysis provided by Omaha Chemical and Environmental Testing, Inc., in accordance with essential P.O. #163897, and in con-junction with the below referenced procedure.

c.

Surveillance Procedure 6.3.12.3 " Diesel Fuel Oil Quality Test" references the below appropriate standards which were used to insure compliance of fuel oil quality:

(1) ASTM D975-68 and 74 (2) ANSI N195-1976 (3) ASTM D270-1975 (4) ASTM D2274-70 3.

In reference to the attached one-line diagram (Attachment "A"):

a.

Fuel oil is delivered to the fuel oil storage tank and sampled per General Operating Procedure 2.1.16 Attachment "A".

System Operating Procedure 2.2.12 Section V.B. specifies analysis of the fuel oil prior to transfer from the fisel oil storage tank to the diesel oil storage tanks, also specified in General Operating Procedure 2.1.16.

Survef.llance Procedure 6.3.12.3 details both the analysis parameters nn( che frequency of the above required sample and subsequent samples of the fuel oil once it has been transferred to the diesel fuel oil system.

4.

QAP-600, Rev. 3 " Surveillance Testing". This QAP is audited annually and covers the performance and documentation of Surveillance Testing required by Technical Specifications.
