Dear Mr. Kuzmycz:

As follow-up to the above referenced latter I am transmitting for your information one copy of RT-500H which incorporates fluctuation testing with the Region Constraint Devices (RCD) installed.

The basic test programs as outlined in P-79293 remain unchanged. The test limits and associated corrective action remain the same as those reviewed by the NRC for past fluctuation tests.

Concerning our present plans for return to power, we plan to have the helium circulator replacement work completed to allow the rise-to-power program to begin the last week in February.

In the rise-to-power program we intend to conduct RT-490, T-119, RT-524 and RT-486 outlined as items 1.,

2.,

and 3 of P-79293 to ensure that the RCD in-stallation does not represent significant changes in the core operating characteristics. Power will be increased to approximately 68% - 69%

utilizing the fluctuation threshold lines for core resistance and core pressure drop which have been established as a result of Cycle I fluctuation tests to demonstrate operation of the reactor without fluctuations to the 70% power level.

Given the unexpected outage of the unit in January and February,'

and our system load requirements, we do not intend to conduct fluctuation tests during March and April. We are tenatively looking at scheduling the fl sctuation test program in May in hopes of having preliminary data to yc's for the below 70% fluctuation test results by June 15, 1980. Depending on the results of this program requests for testing above 70% power will be initiated.
