FUBJECT: NRC ACCEPTANCE OF BLACK & VEATCH TOPICAL REPORT ON QUALITY ASSURANC (BVTR-1-0)
By your letter of December 19, 1979 you submitted the Black & Veatch Topical Report, BV TR-1-0, " Quality Assurance Program Description." This submittal reflects proposed changes resulting from our review of your February 20, July 2, and September 24, 1979 quality assurance topical report submittais and cur :eeting of November 1,1979.
The changes clarified the topical report concerning comitt:ents to regulatory guides, the timeliness of design review, quality assurance for fire protection, and other similar items.
We find that the December 19, 1979 submittal of the tcpical report describes an acceptable quality assurance program for the design and procurement activities within the Black & Veatch Consulting Engineers' Power Division scope of work for nuclear pcwer plants.
Therefore, your topical report on quality assurance For the Black & Veatch is acceptable, and you may implement it upon issuance.
quality assurance program description, applicants need only reference this topical report in Chapter 17 of license applications. We do not plan to re-review this tcpical report unless changes occur.
Should regulatory criteria or regulations change such that conclusions about this topical report are invalidated, we will notify you.
You will be given the opportunity to revise and resubmit it should you so desire. Programmatic changes by Biack & Veatch to this topical report are to be submitted to the NRC for review prior to implementation. Organizational changes are to be abmitted no later than 30 days after announcement.
Please include this acceptance letter and its enclosure in each report, renumber the report BVTR-1-0A, date it per the date of tnis letter, and transmit 36 copies to the NRC.
In your transmittal letter, indicate to which plant (s) this report will be applicable.
