SYSTEMATIC EVALUATION PROGRAM Tnis is in response to your memorandum cated October 15, 1979, in which you requested comments on the ACRS suggestions for modifying the structure of the Systeuatic Evaluation Program.
Task IV.D.5 of the proposed TMI Action Plans currently under review by the Comission provides for the development of an improveo progran for the systematic evaluation of all currently operating plants, including the 11 plants currently under review. Assuming Cor.uission approval of this task and tne resources necessary to inplement the prograu, the staff intends, as inoicatec in the attached letter to Dr. Plesset, to consicer the ACRS suggestions in ceveloping tne improved prograu.
Tne staff will also ciscuss the various options with the ACRS prior to seeking Coaaission approval of the improved coaprehensive program.

This is in response to your nenorandum dated October 15,1979, in which you requested our coments on the ACRS proposal to change the SEP.
We are presently developing a program to reevaluate all operating reactors that the staff feels will be most. responsive to the concerns identified by l
the ACRS, Dr. Kemeny and Congrees. As indicated in the attached letter to Dr. Carbon, we will discuss the various approaches with the ACRS as they are further developed, prior to seekina the Comission's approval. This plan will be developed well within the 120 day limit identified in the Bingham Amendment.
