This is in response to your November 1,1979, telegram and the followup letter dated November 1979, expressing concern over the starlup and continued operation of the Big Rock Point Nuclear Plant.

- With regard to our. response to those items addressed in the attachments to your I

letter, we note that these items are the subject of a request by Ms Jo Anne Biers and'Ms Shirley Johns, pursuant to 2.206 of the Commission's regulations to suspend operations of the Big Rock Point facility pending resolution of those questions.

Their request is. currently under review by the NRC staff.

Therefore, we are unable to comment on these items at this time.

However, a copy of the NRC response to Ms Biers and Ms Johns will be forwarded to you by the Office of Nuclear Reactor Regulation when available.

I would like to give you my personal assurance that the NRC is striving to provide

adequate assurarce that the health and safety of,the public and environment are

protected.

Prior to the startup and continued operation of the Big Rock Point facility, the Consumers Power Company had to meet specific plant condition I

requirements set forth.in Appendix A, the Technical Specifications of their Operating License.

To provide assurance that Big Rock Point is operating in compliance with their Operating License, inspectors from the NRC's Region III Office of Inspection and Enforcement conducted 16 inspections in 1979.

Starting in June,1980, a resident inspector will be permanently stationed at the Big Rock Point facility.

This will greatly increase our independent verification of the safety of operations and also ensure more t.imely resolution of identified problems.

We are presently looking at ways to further improve our inspection program, so that we may continue to provide adequate assurunce that the health and safety of the public and environment are protected.
