D, ear Governor Atiyeh:

In your letters of December 11 and 13,1979, and through the letter of December 12, 1979 from your Executive Assistant, you asked when the Atomic Safety and 1.icensing Board in the Trojan Proceeding would be issuing an order on the question of whether the Trojan facility would be allowed to operate. At a hearing in Portland, Oregon on December 23, 1979, the Board concluded that the facility could resume. interim opera-tion upon approval by the NRC staff.

Remaining problems were resolved to the staff's satisfaction, and the plant was returned to power opera-tion on December 31, 1979. The Board also adopted a schedule for the further conduct of tne proceedings which relate to long-term operation.

This schedule is included in the transcript of the December 29, 1979 hearing, which constitutes the Board's order authorizing resumption of operation (copy enclosed).

Sir cerely,
