FCTC:WHL 71-5753 U.S. Department of Energy ATTN:

Dr. Donald M. Ross Washington, DC 20545 Gentlemen:

This refers to the Oak Ridge Operations Office letter dated Novermber 14, 1979, providing additional information as requested in our January 8, 1979 letter, in support of our review of the ORNL Loop Transport Cask package as requested by your letter dated July 13, 1978.

With the exception of the response to the staff's concerns pertaining to containment, we have found the responses satisfactory.

In order to obtain an NRC approval for a packaging for normal form radioactive material, the specific containment system must be identified and its effectiveness evaluated by the applicant, and be presented for our review.

Since that was not done in the November 14, 1979 response, it is requested that a response to the staff's request concerning containment as stated in our letter dated January 8, 1979 be provided.

Please advise us within thirty (30) days from the date of this letter when this information will be provided.

Sincerely, Charles E. MacDonald, Chief Transportation Certification Branch Division of Fuel Cycle and Material Safety cc:
