Bowers President One Narragansett Trail Wood River Junction, Rhode Island 02894 During a March 1979 inspection of your material control and accounting program it was determined that, contrary to the requirements of 10 CFR 70.51(e)(4)(ii), certain book records had not been adjusted to the results of the June 5,1978 low enriched uranium physical inventory within 30 days.
In response to the citation, you indicated that historically you had considered the 30 day requirement to be applicable only to the total plant records and not the subsidiary accounts.
The purpose of this letter is to document our position that " book record,"
as used in this context, means both the total plant and subsidiary material control area records.
If not already included, a statemer.t to this effect should be incorporated in the appropriate sections of Chapters 5.0 and 6.0 of the Fundamental Nuclear Material Control Plan. The modification should be submitted under the provisions of 10 CFR 70.32(c) for changes that do not decrease the effectiveness of the material control and accounting program.
