This refers to your consolidated application dated November 19, 1979, requesting renewal of Certificate of Compliance No. 6275 for the Model No. CNS 0-4 (LL-28-4) shipping package.
In connection with our review, it will be necessary to revise certain sections within the consolidated renewal application to make it consistent with the previous approval.
1.
The previous approval is based on the inner liner or encapsulatior, providing containment.
Section 1.2.1 (p 1-5) and Section 4.2.2 (p 4-1) state the cask itself is the primary containment vessel. Neither the drawings nor Section 1.2.1 indicate the cask is provided with a seal.
Also, the cavity vent and drain lines are not sufficiently protected for the impact tests.
It must be concluded that the cavity is vented to the atmosphere.

The consolidated application does not contain the information previously submitted concerning the adequacy of cask cover fasteners.
3.
Section 1.2.3 (p 1-6) requests package contents which differ from the contents previously approved.

ATC0R drawings referred to in Items 6 and 7 of the previous approval (Revision 5) have not been provided. Also, Drawing Nos.1000-E-0040-0 and 1000-E-0041-0 apparently show features which are not consistent

with those on Drawing No.1000-R-0043-0 (e.g., the 571/2 inch long angles at the top of the closure).
