The purpose cf this letter is to provide the Board wi.h clarification of Oregon's views on interin operation cf Trojan as expressed in our December 21, 1979 letter to Ci=l- = n vii'=-

In that letter, in response to Paragraph 5 in he noard ' s November 3 0, 1979 Order, Oregon stated that c:::inced interin operation of Trojan was not inimical to the p blic heal-h. and safety so long as certain unresolved questions relating to piping systems and concrete block walls were sinisfied.

We also stated that Oregon would make every effort satisfy itself as to the two questions prior to the December 28, 13 7 9 hea-Lng.

Oregon will review the information and engineer-ing analysis being developed by PGE and the NRC staff and will endeavor to aid in achieving a complete resolution of all safety issues prior to revocation of the October 22 Immediate Action Letter.

Oregon thus believes that the Board's Order of December 21, 1978 provides the Office of Inspection and Enforcement with sufficient direction to resolve these issues without further action by the Board.
