DOCKET NOS. 50-266 AND 50-301 FURTHER RESPONSE TO IE BULLETIN 79-14 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 IE Bulletin 79-14 requires licensees to verify for safety-related piping systems that the as-built systems conform to the as-designed seismic analysis and acceptance criteria.

The purpose of this submittal is to provide a progress report on our Bulletin compliance program.

This report is a supplement to our responses of August 1, September 7, and November 2, 1979.

PIPING SYSTEM INSPECTIONS Our November 2, 1979, submittal reported that all applicable outside containment (for both units) and all Unit 1 inside containment piping systems had been inspected.

However, during a subsequent review, it was determined that the service water piping inside the pumphouse had not yet been inspected; this portion of the service water piping was the responsibility of a separate contractor during the original plant construction.

The design information applicable to this piping has been obtained from the original designer and an inspection package will be prepared.

The actual inspection of this piping is planned for the Unit 2 refueling outage when the remainder of the piping inspections will be perforned.

Keppler December 20, 1979 PHASE 1 EVALUATIONS For inspected piping systems, all of these evalua-tions were completed by November 2, 1979.

All were judged adequate except for two systems.

These were the Unit 2 main feedwater piping outside containment, where one support required modification, and the Unit 1 auxiliary coolant system, AC-60lR outside containment piping, where eight supports required modification and one new support was added to the system; the Unit 2 feedwater support problem was reported in our November 2, 1979 submittal.

All required modifications have been completed.

PHASE 2 EVALUATIONS A major part of our inspection and analysis program has been the creation of piping isometric drawings.

The 57 applicable piping categories, as discussed in our November 2, 1979 submittal, have resulted in the creation of about 85 piping isometric drawings; some systems require more than one drawing to adequately describe the system.

These drawings have required a considerable amount of effort, but are necessary for the performance of the required analysis.

The attached table is organized with respect to these piping isometric drawings.

The table lists the drawings that have been completed with respect to piping stress and pipe support analysis, presents scheduled dates for completion of the remaining analyses, and identifies the organization (Bechtel Power Corporation or Westinghouse Electric Corporation) performing the detailed analysis.

The table shows that the piping stress analysis for 45 drawings (53%) is complete and the pipe supports have been evaluated for 18 (21%) of these drawings.

While not indicated by the table, about 88% of the pipelines have been modeled and are in the process of stress analysis.

The table also indicates the presently identified number of modifications required to ensure that the piping and support stresses meet acceptable stress criteria.

Identified modifications that have not yet been completed are in the design stage and repair work will commence when the design is released for construction.

Keppler December 20, 1979 A review of the dates contained within the table shows that we expect to have the analytical portion of this part of our Bulletin 79-14 program complete by about mid-January 1980.

Accordingly, we anticipate that our next submittal will be forwarded to NRC in February 1980.
