Thank you for your letter of Jane 14, 1979, in response to our letter dated May 21, 1979.

As a result of our review, ue find that additional information on the following items is needed:

A.

Our review of your response indicates an apparent failure on your part to recognize the significance of the Welding Engineer memorandum of February 9, 1979. Without this memorandum, which permitted a change in an ASME Code essantial variable, i.e.,

composition of deposited weld metal, we would concur adequacy of qualification of the two cited welding procedures would be supported by the Preamble to Section IX of the ASME Code. This is not to say that we would not have concerns relative to the technical adequacy of qualification of the two procedures.

On changing the two welding procedure specifications, however, frcm what was originally qualified, you effectively created new welding proce-dures which would require requalification in accordance with the test requirements of the current edition of Section IX of the ASME Code.

This, in itself, would require resolution of the other items referenced in the cited finding.

As regards your statements on the Winter 1978 Addendum being the current Edition of the Code relative to qualification test requirements, we would refer you to QW-100.3 in the Winter 1978 Addendum to Section IX of the ASME Code.

This permits " current Edition" to be defined as either mandatory Addenda at the date of order, or any later Addenda.

The inspector chose, for the purpose of fairness, to prepare the finding relative to the 1976 Summer Addendum requirements, for which you have an applicable contractual co=mitment.

We are quite aware that NB-4382 was subsequently deleted from Section III of the ASME Code, but only as a result of an ASME decision to place the requirements in ASME Section IX (QW-282).

We trust the above comments will result in further consideration of this subject and produce a response, which is consistent with the corrective action statements contained in the transmittal letter for Inspection Report No. 79-01.
