LICENSEE'S ANSWERS (SET NO. 2) TO THE FIRST SET OF FRIENDS OF THE EARTH INTERR0GATORIES TO SACRAMENTO MUNICIPAL UTILITY DISTRICT 4.
INTERR0GATORY: For every non-licensed operator who has left employment or has been placed on probation at the facility in the last three years, provide the following data:
A.
The individual's name; B.
That individual's reason for leaving or the reasons the individual was placed on probation; C.
The subsequent employment of that individual at the facility or with SMUD, if any; D.
That individual's subsequent employment with any organization whose activities are related to nuclear power, if applicable; and, E.
Identify documents pertaining to the departure of this individual or of non-licensed operators generally.
ANSWER 4-A: The SMUD Employee Status Notification forms for every non-licensed operator who has left employment or been transferred from the Rancho Seco Operations Division in 1977, 1978 and 1979 will be provided pursuant to Licensee's response to " Friends of the Earth's First Request for Production of Documents to the Sacramento Municipal Utility District". These forms provide the names of the individuals.
No non-licensed operator at the facility has been placed on probation.

ANSWER 4-B: The Employee Status Notification forms identified above provide, in some cases, a brief description of the individual's reason for leaving.
ANSWER 4-C: The Employee Status Notification forms identified above identify those non-licensed operators who have transferred employment within SMUD from the Rancho Seco Operations Division during the period 1977 through 1979. None of the non-licensed operators identified have been employed subsequently as a Rancho Seco operator.
ANSWER 4-D: Any knowledge of the individual's subsequent employment elsewhere is contained on the Employee Status Notification forms.
ANSWER 4-E:
In addition to the Employee Status Notification forms identified above, documents pertaining to the departure of non-licensed operators may include a letter from the individual notifying SMUD of the resignation.
In each case of a departing employee SMUD's Personnel Department conducts an exit interview. Documents produced during the course of such interviews are made anonymous and are destroyed regularly.
Ms. Pamela Friedlander, Personnel Supervisor, has knowledge which served as the basis for portions of the answer to this interrogatory.

INTERR0GATORY: Describe the attrition rate of non-licensed personnel at Rancho Seco, over the operating life of the plant.
ANSWER: The percentage of non-licensed personnel at Rancho Seco who have transferred to other positions with SMUD or terminated employment with SMUD is listed below:

INTERROGATORY:
Describe in detail all physical examinations required of licensed and non-licensed reactor personnel. Specifically, are operators required to wear corrective lenses, if necessary, during shif t duty? Do the physical examinations account for potential color blindness in operators? If not, why not?
ANSWER: The medical examination form used during the employment process at SMUD will be provided pursuant to Licensee's response to " Friends of the Earth's First Request for Production of Documents to the Sacramento Municipal Utility District." The NRC medical examination form used in the process of obtaining an operating license will also us yde available at that time. These forms provide the detail of the physicai examinations required of licensed and non-licensed reactor personnel.
If corrective lenses are required the operator license stipulates that the licensee shall wear corrective eye glasses while performing the activities for which he is licensed.
In addition, the medical examinations do account for color blindness, 11.
INTERROGATORY:
Describe in detail the content of the psychological testing employed by SMUD. Has an applicant ever been denied employment due to results of SMUD administered psychological testing? Have any present operators required the evaluation of a clinical psychologist prior to hiring.
ANSWER:
In Licensee's answers of December 4,1979, to Interrogatories 18 and 19 of the California Energy Coninission's First Set of Interrogatories to the Sacramento Municipal Utility District, it was stated that mental health and emotional stability measurements for operator candidates are conducted utilizing the Gordon Personal Profile examination. The Profile provides a simply obtained measure of four aspects of personality which are significant in the daily functioning of the normal person. The four aspects measured are ascendancy, responsibility, emotional stability and sociability. These are relatively independent and psychologically meaningfultraitswhichhavebeenfoundtobeimportantji eperm ig the adjustment and effectiveness of an individual in many industrial, social and educational situations.
The Profile consists of eighteen scts of four descriptive phrases, each such set being known as a " tetrad". Each of the four personality traits is represented by one of the descriptive phrases, or items, in each tetrad. Of the four, two phrases are of similar high average preferencc value (that is, are considered by typical individuals to be equally complimentary) and two are of similar low average preference value (equally uncomplimentary). The respondent is asked to mark one item in each tetrad as being most like, and one as being least like, the respondent. Through this forced-choice technique individuals must make what in effect is a three-level ranking within each set of four items. They cannot respond favorably to all items, as may be done in the conventional self-report inventory.
No applicant for an operator position has been denied employment due to the rtsults of SMUD administered psychological testing.
None of the present Rancho Seco operators required the evaluation of a clinical psychologist prior to hiring.

A document relied upon in the preparation of the answer is "Gordon Personal Profile Manual" by Leonard V. Gordon, U. S. Army Personnel Research Office.

INTERROGATORY: Describe any testing of operators intended to discover reveal or disclose potential learning disabilities.
ANSWER: No testing of operators is conducted to discover, reveal or disclose potential learning disabilities. Any such disabilities would have become apparent during the courseof the operators' training an.d I787 217 qualification examinations.
In addition, the initial hiring process for operators includes a written examination from which the highest achievers are selected for further screening. An oral interview is then conducted to make a final elimination. Only those candidates successfully completing this s:reening are considered for r.ctual employment offers.
