Radwaste Status at the Detroit Edison Company

Dear Mr. Keppler:

This letter will provide a short review of the status of the radio-active materials at the Detroit Edison Company covered by the NRC By-Product License Group No. 21-02335, as well as to confirm the recent conversation between Bill Fisher and Norm Ewbank. At the end of the referenced conversation, both parties agreed that the Edison Licenses were subject to IE Bulletin No. 79-20 and not 79-19. IE Bulletin No. 79-20 specifies that a licensee need not respond if there is no generation of low-level radioactive waste for burial.

The referenced Detroit Edison licenses are for sealed sources, moni-toring devices, check sources, and calibration sources used at Company locations other than nuclear power plant locations. Activities at the Fermi Plant are covered under Licenses 21-02335-07 and -10.

In normal sense, we do not generate low-level waste. If any of our sealed sources are expended over the next few years, the material or equipment will be returned to the manufacturer in accordance with our license requirements. If any low-level radioactive materials 1787 193 s00122o(:>l63

Mr. James C. Keppler Page 2 December 19, 1979 result from metallurgical or chemical analysis operations, they will be stored at the Fermi Site until the plant becomes operational.

These items will then be treated as low-level radioactive waste and processed according to the criteria and procedures that have been established.

Each of the items listed in IE Bulletin No. 79-19 for " Action To Be Taken By Licensees" will be included in the procedures to be followed at the Fermi Plant when it becomes operational.

In order to assure prompt receipt and appropriate action on bulletins related to the Detroit Edison Company By-Product License Group No. 21-02335 , please include, " Attention: Robert V. Collins, Radiation Safety Officer, Engineering Research Department", in the address label.
