COMMENTS ON PROPOSED REVISION 1 TO TAP FOR A-17,
" SYSTEMS INTERACTION IN NUCLEAR POWER PLANTS" Your memorandum dated February 16, 1978 requested our review, coments and/or concurrence on the proposed Revision 1 to the TAP for A-17.
As previously discussed with John Angelo, the assigned NRR Task Manager for this technical activity, we concur in the revised TAP subject to the following comments:
1.
In order to avoid confusion in the identity of the proposed "NRR Advisory Group" with the existing "TASC Advisory Group," we recomend that the group be identified as the " Systems Interaction Working Group".
References to this group within the body of the text should characterize it as a " working" group rather than as an
" advisory" group.
2.
The relationship between ONRR and OSD in the conduct of this task is characterized somewhat vaguely in the TAP, perhaps purposely so.
On Page 11 of the TAP, it is indicated that work is in progress to define this relationship in specific terms.
If the specific details of this relationship have not been developed and agreed upon by the time the TASC is requested to review and approve this TAP, we believe that the TASC should be subsequently requested to review and approve such details.
3.
On Page 10, the discussion related to operat'ing reactors appears to ignore the fact that a DOR /SEP representative has been assigned to the " Systems Interaction Working Group." Consideration of the use of the end products of this task for operating reactors will be accomplished through the recomendation of this assigned individual to D0R management.
Implementation of such recomendations is beyond the scope of this TAP.
4.
On Page 13, the discussion related to operating reactors is redun-dant to the discussion on Page 10 and should be deleted.

With respect to "end products," it may be desirable to prepare a NUREG document at the end of Phase I of the TAP which indicates what we have found and where we are headed next.

The Phase II Technical Assistance funding requirements should be characterized as being upper bound, with actual requirements being totally dependent on the results of Phase I.
