SUMMARY

OF MEETING WITH SANDIA LABORATORIES TO DISCUSS MANAGEMENT OF PROPOSED CONTRACT ASSISTANCE On April 3-4, 1978 NRC staff members met with the representatives of Sandia Laboratories in Albuquerque, New Mexico to conduct management discussions related to contract assistance in performing Task A-17,

" Systems Interaction in Nuclear Power Plants." The representatives of Sandia Laboratories who participated in the management discussions were A. W.

Snyder, D. J. McCloskey, J. W. Hickman, M. Rios, and W. Cramond.

The members of the NRC staff were G. Arlotto, R. C. DeYoung, J. Norberg, and J. Angelo.

The contract will be performed by the Nuclear Fuel Cycle Systems Safety Division (J. W. Hickman, Supervisor) within the Nuclear Fuel Cycle Safety Research Department (D. J. McCloskey, Manager).

M. Rios will be the Principal Investigator for the task under the management of J. W. Hickman.

Sandia Laboratories intends to subcontract about 10% to 20% of the effort to Evaluation Associ'ates, Philadelphia, Pennsylvania to perform specific efforts in the investigation of certain systems.

This arrangement has been used effectively by Sandia Laboratories in projects that are similar to this task.

In our discussions Sandia Laboratories described the management overview and supervision that will be applied to this task to assure that the task objectives and schedules will be met. The task can begin as soon as the contract is consummated. The task will be accomplished in two phases:

Phase I will culminate in the verification and demonstration of a systems interaction review methodology and the assessment of the Standard Review Plan against this methodology, Phase II will consist of transferring the methodology to NRR and technical assistance in implementation of the methodology.

Phase I will be completed in twelve months after the task is started, and it is anticipated that Phase II will be completed within another twelve months.

It should be noted that the vital information will be available from Phase I.

We expect to start the task by May 1, 1978.

. In addition to the management discussions, Sandia Laboratories repre-sentatives B. Varnado and N. Ortiz presented related information from other Sandia Laboratories programs in the area of safeguards.

The development and application of generic fault trees was of particular interest. Mr. J. Weiss mentioned the Sandia Laboratories capabilities in the field of reliability analyses that can be made available in this task.

A final version of Schedule 189 " Program and Budget Proposal" was agreed upon and Sandia Laboratories will submit the proposal to NRC as soon as practicable.
