As I discussed with you I am concerned with the approach of utilizing their services of a national laboratory to perform technical work required by A-17.

Since the results of the laboratory work will have a direct impact on NRR licensing positions, we believe that NRR should retain the primary responsibility fcr directing and evaluating the laboratory work effort.
