SUBJECT:

REVISION 1 TO SYSTEMS INTERACTION TASK ACTION PLAN (TAPA-17)

As you know, we have previously suggested that less complex methods than those proposed could be used to identify systems interactions which are of greatest concern without a detailed evaluation of all plant systems. Through discussions between our groups, it was agreed that the proposed method would initially be pursued and the applica-bility of other methods could be determined as insights were gained.

This approach is still acceptable to us.

However, because of the large estimated contractor expenditure, it seems appropriate to inform the Technical Activities Steering Committee of our previous deliberations.

Therefore, I request that the following paragraph be included i'i your TAP A-17 transmittal letter to the Technical Activities Steering Comittee.

"We have discussed an alternative approach with DSE.

This basically relies upon the insights gained in WASH-1400 (and its expansion to other more current designs) to limit the scope of review to those areas which contribute significantly to risk.

While this approach has the potential for simplifying the overall task and limiting our efforts to areas which can influence risk, DSE has agreed to initiating the program as proposed. Rather than departing radically from past practice at the onset, risk analysis may be employed later if initial task efforts so indicate."

We also note that the method proposed in the plan will require detailed information on the physical layout of plants in order to evaluate all potential interactions.

The first full sentence on page 6 should be expanded to reflect this detail as follows:
